Tommy old boss, Sonny Forelli, fears that Tommy's presence in Liberty City will increase tensions and bring unwanted attention to the activities of criminal organizations. To prevent this, Sonny sends him to Vice City to act as a buyer for a series of cocaine deals. During an agreement with the Tommy Vance Crime Family in the dock, an ambush by an unknown party results in the death of guard Tommy and cocaine dealer, Victor Vance (the main character from Grand Theft Auto: Vice City Stories). Tommy narrowly escaped with his life and lose the money Forelli and cocaine.

GTA Vice City has dozens of characters, many appear only in cut scenes depicting every mission. Players can steal vehicles, (cars, boats, motorcycles, and even helicopters) took part in the shootings, robberies, and generally making a mess. However, it tends to generate unwanted attention and potentially fatal police (or, in extreme cases, the FBI and even the National Guard).
